On September 13, 2001, California Senate Bill 1703 (spearheaded by State Senator Martha Escutia) was passed. This bill appropriated $42 million from the General Fund to support development of special needs capacity in non-state subsidized childcare. In January 2003, Pathways, one of ten Resource and Referral (R&R) agencies located in Los Angeles County, received funding to:
• Coordinate a comprehensive services delivery plan in Los Angeles County;
• Develop a uniquely trained team of R&R specialists, one for each of the ten R&Rs in Los Angeles County;
• Deliver services that address the needs of parents and providers to increase special needs capacity in non-state subsidized childcare;
• Design and implement a cohort of Inclusion training which specifically addresses best practices in Inclusion and Early Care & Education. This training will be available at each R&R agency in LA County;
• Form a Resource team composed of professionals from varied medical and developmental backgrounds, as diverse as the community we serve, who can provide technical assistance to child care providers and Inclusion Specialist as needed;
• Coordinate an Annual Special Needs countywide conference for child care providers to bring together the special needs arena and the child care arena in Los Angeles.
