I take great pleasure in welcoming you to our Special Needs Advisory Project (SNAP) web page. Representing 10 Resource & Referral Agencies all across Los Angeles County, our goal is to nurture and support child care providers in a positive, caring and informed manner. This allows each provider to exceed the requirements of the law by knowing and understanding “Best Practices” as they relate to inclusive quality early care and education services.

SNAP also assists parents of children with special needs from birth through 12 years of age in accessing quality early care and educational services. In Los Angeles County alone, an estimated 10% of children under 12 have special needs or disabilities. All parents want quality childcare, but in the past parents with children who have disabilities had very limited options to quality early education choices. Our number one goal is to increase superior child care availability for children with disabilities, in non-state subsidized child care settings, by providing training and support to both providers and parents.

With SNAP by your side, you have a resource team consisting of medical and developmental professionals including behaviorists, clinical psychologists, mental health specialists, pediatric nurses, and physical, occupational and speech therapists. We have also partnered with Child Care Public Counsel to offer legal support and services. SNAP offers workshops, training, and one to one personal assistance dedicated to increasing the capacity of childcare providers to care for children with special needs.

Each of our Resource and Referral Agencies has a trained representative who will be dedicated to promoting inclusion. These individuals connect families with community resources, early care and educational professionals, and offer technical assistance not only by telephone but also by personally visiting the child care programs.
